"Single Status Certification" (SSC) is a required documentation by many countries if you are planning to go there to marry a local citizen. China, for example, will not accept ANY other documentation than the "Consular Verification Certicate" issued one of its own Consulates in the United States, before the Chinese local government will allow the registration of a marriage license in China. This process involves certification by both County and State before it can be submitted to the Chinese Consulate having jurisdiction over the applicant's place of residence in the US.
