This form is used primarily for the immigrant petition filed by entrepreneurs or investors under the 5th Preference for "employment creation" through the business investment in a "Regional Center" or another area in the United States, commonly referred to as "investor's visa" or "million dollar green card."  Hence, EB-5 case.
